President's Message
I am delighted to introduce a new Deputy Secretary of the CEC, Neil Bailey. Neil will be co-ordinating the CEC communications so I do hope that you can develop an electronic relationship with him, as we are always pleased to hear your news and opinions.
The World Federation of Engineering Organisations (WFEO) will be holding its Executive Council Meeting between 16th-18th October 2006, in Chicago. The event is being hosted by the ASCE, and will coincide with the latter's annual conference. I shall be attending the WFEO meeting on behalf of the CEC and look forward to reporting back to our members, in our next edition of the newsletter.
I hope that you enjoy this edition of the newsletter, and circulate it amongst your national members. Please do remember to send us your feedback, so that we may continue to serve the needs of our members across the Commonwealth.

New CEC Deputy Secretary
| A new Deputy Secretary of the CEC has been appointed, with effect from 14th August 2006. Neil Bailey will assist the President, Professor Tony Ridley and the Secretary General, Tom Foulkes in the daily running of the Secretariat and in developing the progression of the virtual format of the Council.
Neil will be performing the duties alongside his role within the Institution of Civil Engineers in London as Area Manager for the Middle East, Africa and the Americas. Neil is the main point of contact for CEC members, and will look after the running of the CEC Secretariat. Neil will also take receipt of submissions and requests for the CEC newsletter.
Before joining the Institution of Civil Engineers Neil worked in media research & monitoring, focusing on Middle East and African coverage. His major interest is in African development issues and humantiarian relief. Neil has a Masters degree in Social Anthropology of Development from SOAS and a Bachelors degree in French & Portuguese.

CEC Newsletter
The CEC newsletter is the prime point of contact between members. It is produced by the Secretariat in London twice-yearly and is a forum for any news or events that you would like to communicate to fellow members. Submissions from member institutions are actively encouraged and the Secretariat is eager to receive views, opinions, events listing and longer articles from interested members across the Commonwealth.
All submissions should be sent to neil.bailey@ice.org.uk. Longer submissions may be edited.

With the CEC moving to become a virtual organization, e-communications are ever-more important to maintain the link between members. Please take the time to check the accuracy of your contact details, particularly email, so that the Secretariat can keep you informed of developments. Owing to the number if invalid email addresses in our mailing lists, we would ask that you confirm receipt of this publication so that we can ensure your contact details are up to date.
If your contact details do change or there are changes of representation, please remember to advise the CEC Secretariat so that the appropriate alterations to mailing lists can be made.
