Welcome to this month's Inform: Planning & Environmental

 

It has been a busy month for London's Mayor who has issued his consultation draft replacement London Plan, a draft Clean Air Strategy and a draft Transport Strategy. This month also sees the Infrastructure Planning Commission (IPC) opening its doors for business although as reported in our August edition, the IPC will not be taking any applications until March 2010.  At the moment the IPC is formally advising promoters on the preparation of applications.    

 

 

"A New Plan for London" consultation draft


As with the current London Plan, it is intended that the new Plan once adopted will enure for a 21 year period.  However, as we have already seen when major changes occur, either politically or policy based, the Plan will be altered or even replaced.


The draft Plan will be a material consideration in the determination of planning applications whilst the 2008 version of the Plan remains in force.  The draft Plan is shorter and is arranged in topics to make it more user friendly.  Policies are split into three categories; Strategic, Planning Decisions and Local Development Framework preparation, but should be taken as whole rather than individual parts...read more

 

 

The Mayor's Clean Air Strategy for London draft
 

The Mayor aims to clean up the air in London by reducing the emissions from transport, homes, businesses and industry, targeting hot spots and increasing awareness of air quality issues.
 

In relation to transport, the Mayor wants to encourage sustainable travel behaviour, promote technological change and cleaner vehicles. He also wants to reduce emissions from public transport vehicles and use emission controls for private vehicles.


In relation to emissions from homes, businesses and industry,  the Mayor considers that the planning system should reduce emissions from new development by encouraging green roofs and living walls and realise air quality benefits through planning conditions and section 106 agreements...read more

 

 

The Mayor's Transport Strategy draft


This draft Strategy is a statutory document developed alongside the London Plan as part of the strategic policy framework to "support and shape the economic and social development of London over the next 20 years". The draft sets out the transport vision for London and describes how Transport for London and the London Boroughs will deliver the Mayor's vision. 


The Mayor considers that his transport strategy should support economic growth, enhance the quality of life for all Londoners, improve their safety and security, improve transport opportunities, reduce transport's contribution to climate change and improve its resilience; and, support delivery of the London 2012 Olympic and Paralympic Games and their legacy.


The document is split into three parts: part one outlines the visions and goals that the Mayor seeks to achieve; part two examines the transport challenges facing London and includes the policies and proposals to meet the challenges; and part three sets out how the policies will be delivered and monitored.  The Strategy is published for public consultation with the consultation period ending on 12 January 2010.
